This quick guide has been developed to help delegates understand the process of the OCSEA Biennial Convention. We hope it helps make you an active and more knowledgeable participant in the convention process. You will need this document for the New Delegate Workshop.
Committees lead business of the union at the OCSEA Biennial Convention and give recommendations to the delegation regarding delegate counts and seating, elections, constitutional changes, rules and more. Each committee is led by a committee chair, co-chair and staff liaisons.
The Election Committee oversees the election of OCSEA statewide officers: President, Vice President and Secretary-Treasurer. The committee makes sure the election is conducted properly and fairly, which includes monitoring voting machines and overseeing the counting of the ballots. The Election Committee also oversees nominations, seconding speeches and candidate acceptance speeches.

The Rules and Order of Business are recommended by the Rules Committee and voted on by the OCSEA delegation, typically, on the morning of the first day so that the business of the union may commence. It's important that every delegate/alternate become familiar with the rules of convention.
The OCSEA Constitution and By-laws governs the business of the union and is reviewed and amended every two years by elected subordinate body delegates attending the OCSEA Biennial Convention. Most changes were housekeeping and clarification with the expception of AM 3, which allow JIAC to explore and recommend that the Board of Directors consider implementing electronic and/or phone voting options for State Board member elections that will allow greater participation from members.
Resolutions are approved by the union delegation and call for OCSEA to take a stance on a wide range of specific issues that impact public employee union members. Resolution stances range from supporting New Employee Orientation and the Future of Work to celebrating 40 years of collective bargaining and more.
