Dear Members:
Yesterday, Municipal Labor Committee unions voted by 88% to replace the GHI-CBP health plan with the New York City Employees (NYCE) PPO plan.
Local 3005 voted “no” based on a poll of 198 of our members in which 74% voted no, 20% voted yes, and 6% voted to abstain.
The NYCE PPO Plan will take effect and replace the GHI-CBP plan on January 1, 2026. The open enrollment and transfer period will begin November 1, during which members will be able to select which of the city’s health plans best fit their needs.
Emblem and UnitedHealthcare have created a website describing the plan at this link. The Office of Labor Relations has also posted the contract for public comment until October 6, 2025 here.
