Economic Contract Ratified for 2010-2017. In August 2014, members of DC37 ratified the contract by mail balloting. The contract covers retroactive and future raises, a $1000 ratification bonus, maintains members' health and welfare benefits with no added out-of-pocket expenses, possible "gainsharing" opportunities plus other agreements. Settlement Summary Between Local 1321, DC 37 AFSCME and Queens Public Library. Local 1321’s Bargaining Committee and the Library’s Administration reached an historic deal on a new collective bargaining agreement, replacing our contract that was last negotiated in 1999. Newly Revised Working Conditions Contract 1999-2014. On November 6, 1997, the Union and Administration signed our October 1, 1996 to September 30, 1999 contract. After many false starts, failed bargaining sessions, changes in key personnel and layoffs, we now have a complete contract that incorporates the side letters and stipulations the Union and Administration have agreed to since 1999.
